Institutional Strengthening for Integrated Water Resources Management in the 6 Cis River Basin Territory

About the project:

This ADB technical assistance strengthened institutions and integrated water resources planning across the 6 Cis River Basin Territory (Cidanau, Ciujung, Cidurian, Cisadane, Ciliwung, and Citarum), West Java, as part of the wider Integrated Citarum Water Resources Management Investment Program.

Effective water resources management in West Java depends on strong institutions capable of coordinating the planning, allocation, and protection of water across multiple users and levels of government. Under this technical assistance, support was provided to the Directorate General of Water Resources, Ministry of Public Works, to strengthen institutional capacity and prepare basin management plans (“Pola” and “Rencana”) for the 6 Cis River Basin Territory.

The project contributed to strengthening institutional and evidence-based basin planning by:

Strengthening the institutional capacity of the Directorate General of Water Resources and local basin authorities across the 6 Cis River Basin Territory.
Supporting the strategic basin planning process (“Pola” and “Rencana”) as a foundation for integrated water resources management.
Developing spatial planning tools for the 6 Cis territory, including an up-to-date land-use model (Java Spatial Model).
Formulating key policies and strategies on water pricing, water sharing, and stakeholder participation.
Consolidating lessons and good practices into a knowledge publication: River Basin Management Planning in Indonesia: Policy and Practice.
Contributing to a replicable approach to integrated water resources management (IWRM) for other priority basins across Indonesia.

This technical assistance (TA 7189-INO) was implemented as one component of the broader Integrated Citarum Water Resources Management Investment Program, a multitranche ADB financing facility that also supported infrastructure rehabilitation, water quality improvement, flood management, and watershed conservation across the Citarum River Basin.

Project cost
US$11.55 million
including supplementary financing.

It is part of the wider investment program, valued at approx. US$103 million in total across loans, grants, and technical assistance.
