Climate Resilient Water Security for El Salvador: Strengthening Capacities and Strategic Frameworks for Water Investment Planning and Building the Country Pipeline.

This GCF Readiness grant aimed at strengthening El Salvador’s water sector stakeholders’ capacity to understand their climate adaptation needs and potential mitigation benefits via Integrated Water Resources Management (IWRM) and formulate actionable responses by developing projects and programmes that will address those needs and mobilise finance to enable their implementation.

It is a Government of El Salvador initiative, led by the Ministry of Environment and Natural Resources (MARN), aimed at strengthening the country’s capacity to plan climate resilient water investments in line with national development, climate adaptation and water security priorities. The Salvadoran Water Authority (ASA) participated in the Programme’s implementation through its regulatory role in water resources management.

Scope and focus of the Programme

The programme was developed as a technical and institutional process designed to establish the necessary conditions for planning climate resilient investments in the water sector, using an evidence based approach and strong inter institutional coordination.

Its main lines of action include:

• Climate risk analysis and sectoral studies to support the prioritisation of measures and investments;
• Strengthening technical capacities of public institutions linked to water, environmental and climate management;
• Facilitating coordination spaces and technical validation among institutional stakeholders;
• Identifying investment opportunities in climate resilient water interventions aligned with national priorities.

This approach enabled progress from strategic planning and technical analysis toward investment preparation, strengthening public decision making for the resilience of water resources in the face of climate change.
