Stakeholder Partnerships: Collaborative Modeling as a Mechanism for Sustainable Development

Sustainable water resources management requires more than technical solutions, it depends on effective governance, strong institutional frameworks, and meaningful collaboration among diverse stakeholders.
As recognized under the 2030 Agenda for Sustainable Development, achieving Sustainable Development Goal 6 (Clean Water and Sanitation), and particularly the implementation of Integrated Water Resources Management (IWRM), relies on partnerships that bridge policy, science, and practice.
This article examines the critical role of stakeholder engagement and collaborative governance in overcoming the institutional, technical, and operational barriers that often hinder effective water management. It further explores how collaborative modelling, supported by innovative analytical tools and participatory decision-making processes, can strengthen collective understanding, build institutional capacity, and facilitate the co-creation of practical solutions. Drawing on the case of the Surabaya River in Indonesia, the article illustrates how multistakeholder partnerships can enhance the implementation of IWRM and contribute to more resilient, inclusive, and sustainable water governance.
